Hardback - maroon cloth with gilt lettering. 128 pages. Self-published by the author as a preliminary edition in 1919. Title pages states: "Complete and Revised Edition of the Treatise to be published early in 1920 by G. P. Putnum's Sons". Reading pages are clean and bright white with no foxing, no markings, no crease and no tears. There are a few spots to endpapers. Also some remains of labels or stickers that were removed to endpapers and half title page. There is no indication however that this is an ex-library copy. Cover show some very light dampness, some silverfishing, scuffing and rubbing and edge wear. Hinges are intact and binding is tight. "A Proposed Plan for an Undivided Administration of the Railroads; For Promoting Competition in Railroad Service; and for Stimulating Local Initiative in Railroad Development." 8vo - over 7¾" - 9¾" tall.
